Jake, it is very different than apache. Everything is handled by your NTFS file security permissions. Do this:
1. Create a new user account (from the Local Users and Groups snap-in). 2. Don't place this user in any groups, not even the "Users" group. 3. Give the user read/write (or whatever) access to the folder or file you want. 4. Give the user "List Folder Contents" access to all folders up the tree till you get to the FTP root.
