I just don't see Flex being a good front end for something that is going to
be used to generate HTML that Flex doesn't recognize though.

On the other hand, this current application which involves manipulating an
XML file is a perfect application of Flex so far.  Flex's XML handling is
hands down a million times better than javascripts.

3 cookbook recommended here, you'll be able to handle Flex 2 ok.
