Chris, considering you are talking about 4-6 bucks a month, you are not going to find service much different than Viux. There are several similar to them, and my experience has been that they are often crowded, overloaded boxes, but are well worth the twenty cents a day! If you hike the price a bit, you will find much stronger service, but I doubt you will find a silver bullet at the rate you mentioned. Another thing to keep in mind on the budget hosts is that I would *never* *EVER* keep anything of any security value on them. I found some absolutely unbelievable security holes on Viux when I was with them, and I am sure it is not terribly uncommon.
