just an fyi I got this as a response from someone in appollocoders.. could be 
useful for other flex users:

Yes, this is what you can install to enable data access in Flex apps.  You can 
even use the full version of LCDS for production on a single CPU for free 
(that’s the Express edition).  Note that LCDS is not required to build a Flex 
app, it’s primarily useful if you are connecting to data with a Java backend.
