Sorry, no solution but this sounds like something I've experienced.
The web interface and, if I recall correctly, ssh access wouldn't work
either.  Firewall side seemed to work fine (at least it would pass
traffic).  This happened a lot with 2.0Beta (like every admin session).
Got a lot, lot better with the RC3.  Haven't started running FINAL yet.
For me it was easier to reboot than to fuss with it.
