As others have mentioned the firewall isn't the best thing to send you an e-mail when the WAN connection is down - an external monitor or something with a real mail queue/spool is best there. pfSense will send an e-mail when a gateway goes down if you have SMTP notifications enabled, but if the SMTP server is external (out WAN) and your WAN is down, the message may fail to deliver because it won't be held until it comes back up, it will just be lost. If your mail server is on your LAN or other internal segment it would be OK though.
