I had this difficulty when using the multicast sync which is the default.
Once I explicitly listed the dedicated IP to sync on each box, it started
to sync correctly (or as correctly as I could determine). This has been
tested in production with failovers, and barely any packet loss (none
noticeable) during the failover.
