Are you using squid or some other proxy? If your hosts are talking to
a proxy rather than internet hosts, the firewall just sees traffic
going to the local proxy.

Not using squid or proxy,
It's a plain vanilla install, bridging WAN and OPT ports with rules on
the WAN interface.
I have several systems running and from what I find they are configured
the same, except this latest unit is not blocking.
I made a test rule blocking an IP that I had access to. It works on all
systems except this one.
