How you tell it to do so, I can't imagine. You would need to reconfigure it before it sets up the network interfaces, and you can't tell it to "not be master" until you can communicate with it. There is no "election" protocol where they are considered equal and defer to the other if it is up. I'm sure there would be horrible race conditions if that was even attempted.
