Regarding the building -   There may be a few other options - 
Have you looked into Long Haul Wireless - 

We have some things running in a few countries - in fact  built a business 
using it here in the states 

Start with UBNT.com -   you may find the gear to be cheap enough - you can get 
a 30+ mile link and blow the speeds out of the water (and latency) from a 
satellite.
