Someone could but why would they? pfSense automatically sets the skew for a backup during the sync, you'd have to go out of your way to control it using only the base, and using only the base would fail over much more slowly than using skew. Technically, yes, it would possible to do, but there is no advantage to doing so unless using skew alone does not work for your configuration.
