Thanks Guys all sorted now. Ended up being a problem with an old OpenVPN client trying to connect.

    Hi Guys

I want to add a second Roadwarrior OpenVPN server to my PFSense
server but when I go through the wizard process of creating it (on
    port 1196) I can't connect to it.

When I do a telnet to the WAN port IP on 1196 it times out. I've
already got a successful server running at port 1194 and I can
login and telnet to that port no problems.

Sounds like you're using UDP rather than TCP? Always best to use UDP with OpenVPN unless you must use TCP for some reason. You can't telnet to a UDP port.
