+1. It looks like the OP is looking for a technical solution to a social/political problem. I can understand it if your users are primary school children, but surely once your users are university age, you really shouldn't need to be filtering them at all...
If you are doing it from a bandwidth conservation exercise, then you may find more success in using the traffic shaper to 'down-prioritise' traffic on the non-standard (i.e. 25, 80, 443, 110, 143, etc.) ports.
