I figured out part of the answer to my own question:
Manually navigate to “https://pfsense/vpn_ipsec_phase1.php?mobile=true” to create Mobile IPsec phase 1 entries. The “Create Phase 1” button on the Mobile Clients tab only exists when there is no Phase 1 entry for mobile clients, and it doesn’t seem to be possible to manually create a Phase 1 entry for mobile clients without clicking that button.
