The same happened to me on a recent 2.3 upgrade.

Checking Firefox's "about:config" I found:

security.tls.version.max = 1 (manually set)

I'm not sure what happened there, since *obviously* I would have never EVER
set such value. BTW I'm running Firefox 45.0.2
