These plugins are aimed at using NPAPI, meaning they are intended to run native code. Openpgpjs is meant to bypass this requirement (people will not have to install gpg on their machines in order to use the software).
However, that being said, openpgpjs is definitely working towards (and well on its way) to being able to be consumed by anyone who knows about the plugin and wants to use it.
