I can reproduce on Google Chrome 15.0.874.121 by uploading a 2MB file. By looking at the debug output of chrome we can tell that is breaks on 446737 bytes (446 KB). I think this has little to do with the FileAPI and more to do with what is happening inside of the PGP encryption code.
