There's not really a HKP RFC. The closest thing to one is Dave Shaw's HKP draft document, http://tools.ietf.org/html/draft-shaw-openpgp-hkp-00 That said, I know SKS does its best to adhere to the draft as well as the OpenPGP RFCs and updates such as ECC. - -- John P.
