My understanding is that OpenPGP.js is a project that has born in Europe
and where most of it's development is done in Europe.

Anyhow a deposit for export control by US require a phisical or
juridical person to apply for export control request.

If needed forsome project, we could apply as Hermes Center or leverage
some other existing association that maybe available to provide such a
authorization.
