ftp_gw is part of Firewall Tookit (FWTK), from TIS, and is the free version of 
Gaunlet, a commercial 
internet firewall.

I think you must register (free) in order of they permit to you download the soft.

Network Associates adquired TIS, but I think FWTK remains free.
