[REBOL] Upgrade problem

When I try to 

upgrade

I get the following:

>> upgrade
connecting to: www.rebol.com

** Syntax Error: Script is missing a REBOL header.
** Where: do http://www.rebol.com/releases.html
>>

Any ideas?  Is this a possible bug?
