try trace/net: true

and then yours ftp-site: open ftp://user:pass@ip-address

you will see at least what is REBOL trying to do ...

btw: any firewall with your config?

you can also increase your timeout for particular protocol, e.g
system/schemes/ftp/timeout: 5:00, but not sure default setting of 30 secs is
not enough and problem lays somewhere else ...
