[REBOL] Encouraging functional programming

Jeff asks:
    What's wrong with
    prepend: func [item blk][append reduce [item] blk]

This is no more functional than what I wrote, I just didn't
understand it as well.  Is REDUCE guaranteed to return a fresh
block?
