You've got to set it to be HTML mail--otherwise it defaults to text.
 
I've got a snippet of a program that I'm working on here, stolen mostly from rebol.org, that does just that. . . .

Whenever I sent an HTML page to my mailbox using REBOL then I can't view it with Outlook Express 98. All I can see is its source code.
