Hi,
I have no problems running REBOL in IIS 4.
I was getting the same error message when I have configured REBOL as a
scripting engine with extension .r and executable D:\REBOL\REBOL.exe -cs
When I set it to D:\REBOL\REBOL.exe -cs %s %s, it started working.

if you want to know why the %s %s is necessary.
