Quite the reverse, Paul. As the author of over 80 books, most of them about
computers, and the publisher of more than 300, I can tell you that books
often get delayed so that they can BE up to date. If the software is
modified (and I know REBOL is certainly evolving) the authors need time to
make sure those changes are included. So delays are usually precisely so
that the book won't be "severely outdated before it ever hits the stands."
... Personally, I already have mine on order.
