Possibly. Are your proxy settings identical for IE, N'scape, and
REBOL? In my browser (N'scape 4.5, on this box), I can say
"Here's my normal proxy info, but don't use a proxy for any of the
following IP addresses or domains. ..." If you have a proxy spec'd
for REBOL, and it tries to get a page from 127.0.0.1 via the proxy,
I can understand things getting confusing. (That's the other
reason for asking about "localhost"...)
