[REBOL] Upload via HTTP in Rebol?

Hello there

Is it possible to upload a file via HTTP, for use with a webcam, with a 
dynamic IP-adress?

The reason why I don't use FTP is because I'm behind a firewall and use a 
proxyserver to enter the internet!
