Actually, I think you are wrong. The /READ and /WRITE refinements
of OPEN control how REBOL will open the port, while the /ALLOW
refinement controls the permission of the file. It makes sense
with /NEW only, I think.
It is possible to change only the owner's premissions on Unix
AFAIK.
