I believe there is a fellow connected directly with
rebol named Stuart who has set up a module for emacs.
Also, I know that everybody likes to hate Windooz, but
there ARE some good independant products for Windows,
one of them is Boxer:

The developer David Hamel has built one of the
best editors that I know of, and I use it for rebol
on Windows NT. It has mulitiple levels of highlighting
so that you can seperately highlight refinements and
user-defined functions, if you like. It's worth
the $50 or so, and is very well supported.
