Jim,
No, you cannot call external programs with /Core, partly because of
cross platform issues.  REBOL/Command will allow external program calls,
but it will not be as cross platform as /Core is, and there will be a
charge for it as well.

I have linked REBOL/Core to C programs using file polling, but I dont
completely trust the reliability of doing this on a windows systems
since I have experienced crashes that seem to be linked to this activity
on a high use basis.  A more reliable alternative would be tcp/ip port
communication between processes.  Maybe setup a PERL program that
executes filenames sent on a particular port.  Of course there are some
definate security concerns if you choose to do this.
