I'm using the following :
C:\Program Files\Rebol\rebol.exe -cs %s
given that I have rebol in a different folder than
you do, also note that I'm just using 1 "%s"...
If that doesn't help, perhaps you could send me
the entire path to the registry, and I could
compare it to mine.
I must note that I'm using NT however....
