Surely you jest. If you want _maximum_ readability, you give visitors
their preferred text size, and their preferred font-family, and good
line length relative to text size, and _good_ contrast. You've done none
of the above, and IMO  extra line spacing and character spacing in no
way make up for a significant fraction of the shortage.

I really don't like white on black. I like #ccc on #222 less. I don't
like Verdana either. My choice for as much readability as possible on
that page is 'view -> page style -> no style'. 2nd choice is a bit hard
to convey, since Verdana doesn't exist on this system, but includes /*
*/ around line-height: 1.4, letter-spacing: 1px, and font-size: 1.1em in
#container #content, and for #container, font-size:.8em, with #container
#content max-width set to around 25em-30em, and color: #fff, background:
#000.

Back to the original question, on my 1792x1344 system with 28px default,
the 1px additional letter-spacing is hard to notice. At lower resolution
with smaller text, it looks like Goudy and the font designers got it
right, and you've messed it up. Might be OK that way for a page for
children if the text was big enough. Then again, I'm not looking at Verdana.
