I disagree. I think the answer to a question is its definition. Think of it like a dictionary.

It depends on the nature of the questions and answers. In many cases a heading and a paragraph are perfectly appropriate. I'll leave the issue of whether some FAQs should be unordered lists or definition lists as a matter of opinion.
