Actually, they haven't suppressed the bullets. It's just that the bullets
are off to the left, outside of the viewport ...

So is this good web design practice which we should use? Or is it a work-around which will break?

I like the idea of using list elements for the menu. This way if you display the menu without a style sheet (for disabled access or on a handheld device) you get a useable result. With many fancy web designs, if you switch off the style sheet, you get a mess.

As an example of this, which I will be showing at the meeting in Canberra next month, I display menus as bulleted lists for a normal computer browser, but change them to a numbered list for a hand held device. On the handheld device you can use the numeric keypad to pick an item form the list (press 1 for the first item, 2 for the second and so on): <http://www.tomw.net.au/2005/wd/sahana3.shtml>.
