This concerns me too. It basically becomes the same as whether or not
you can read a Japanese web site. Should its author care? It depends on
whether or not they are trying for an English-speaking audience

Of course it's still about the intention. If a Japanese site doesn't
_need_ to reach Dutch signing people, it will only include a/the (?)
Japanese sign language equivalent. Inherent to the presentation of
content is the barrier of language. One cannot expect any author to
master all languages. Only those he needs.
