websites or publications out there are great sources of information
on how to use CSS in a standard manner?
You may want to check out the Web Design Reference site. It is a huge
mega-reference (over 5,000 links) of information and articles about web
design and development. It has a section on Web Standards, CSS, Sites
&Blogs, as well as related topics (accessibility, usability and many
more).
The Web Design Reference URL is:
http://www.d.umn.edu/goto/webdesign/
You might also find the Web Design Update Newsletter helpful. The URL
is:
http://www.d.umn.edu/goto/webdevlist
The newsletter is a plain text email digest that typically goes out
once a week as an adjunct to the site.
