I wouldn't go that far. I find that most of the time I only need a few hacks,
or I just live with minor rendering bugs. No need for separate CSS at all.

Probably depends on the design and whether the client is willing to
live with bugs or not. I guess I just happen to have had to support
IE5.2 on jobs where I didn't control the design at all :)
