ignored by almost all of Australia (including most Government departments).

NB. Talk about irony - South Australia's strategic plan contains elements of Social Inclusion, but the page itself does not conform to WCAG 1.0 as per the documentation mirrored at Vision Australia.

I think pdfs are a small problem in relation to all the other accessibility problems of Australian govt. sites.
