I think it's important to point out that the W3C Style Guide from which that suggestion (not recommendation) comes is very dated and comes with this warning: "This document was written in the early days of the web (1992), defining such terms as "webmaster", the "www.xxx.com" convention, and a few basic points which are just as valid today. It has not been updated to discuss recent developments in HTML., and is out of date in many places, except for the addition of a few new pages, with given dates." It also goes on to say: "That is, many applications will display document titles in window titles, menus, etc where there is only limited room." Given that average screen sizes have increased since 1998, when the W3C Style was last updated, I wouldn't be overly concerned about titles above 64 characters, and I certainly wouldn't treat 64 as an official recommendation or as a magic number.
