That's great - it's a nice bit of code and it works well. I just thought you'd re-invented the image map because you didn't know about <map> wanted to avoid javascript. If you just want a hover and all your hot-spots are rectangular, then I css is fine I guess. By popups I just meant the content that shows on hover. I understand how the links work - I've done similar things myself, with image maps and with absolutely positioned images.
