Nobody is doing anything wrong actually!  All that message is referring
to is the document outline the validator generates from your web page.
:: In your case, the two major sections are listed as
Web Accessibility, SEO, & Usability Testing & Consulting
and
sub navigation

being your two H1s

The message is saying that if the document outline that the validator
has generated doesn't actually look like an outline, with headings and
sub-sections, it is because you haven't used headings properly in
your source document.

In your case, it does look like an outline, so the message doesn't
apply to you.
