for those that are confused, take a look at the page - the on state is the same as the hover states .

and the over class is applied by the mouseover event in the javascript to allow IE to use :hover effects on the LI

why it doesn't work? no idea, but there are some javascript errors that may be throwing the on-mouseover off track...
