Issue number #1 would be that name is not a valid attribute for h2.
Issue number #2: Safari indeed does indeed have problems with anchors.
- if the user is on page xx.html and clicks on a link that points to an anchor on that page, it works OK in Safari. - if the user is on page yy.html and clicks on a link that points to an anchor on another page (e.g. xx.html#myanchor), that FAILS in Safari. Issue number #3: Safari doesn't move the focus to the anchor (problem of keyboard accessibility). The page will correctly come into view, but the focus is still on the point of origin (similar problems as with iExploder, as pointed in the article mentioned by Thierry).
