No doubt this will change over time, but IMHO I feel it is too early to assume that everyone who can uses tabbed browsing. And I guess there will be some people who will always prefer not to.
I think you've hit a key point there - it's about user preference. We can't assume that people will use the same thing as we do, nor can we even assume that "everyone" does something or design just for the majority. Even if everyone out there knew about tabs, understood them and was capable of using them; there'd still be a group who simply don't use them.
