Well, there's opacity ... but only sort of, since CSS 3 isn't final yet.

And there are background images (since a couple of web graphics
formats support transparency (and PNG supports translucency too)).

Filter was made up by Microsoft. -moz-opacity is an experimental
implementation of a draft specification for opacity
