I know you were mainly interested in the fieldset/legend structure, but
while we're all here... :)

It has been found that javascript widgets are extremely difficult, if
not impossible, for a screen-reader user to use.  Although they will be
able to hear that a new event has been triggered, they may not be able
to locate or access the new content.

I would say, for finite controls (i.e. months/days of week etc) that it
is best to use drop-down menus.  The "perfect" solution would be to
cater for all users and to use a combination of drop-down and javascript
widget.
