I've been using the Xoops CMS (xoops.org) for building sites now for about
two years and I've been happy with both how it works and the flexibility it
allows me to modify things. Though many of the themes for it are still done
in tables, it's not difficult to convert them to css, which I've done for
most of my sites. Quite a few of the modules are set up to populate the
TITLE tag with the actual page name and since almost all modules use a
template file to control output, modifying their appearance is not
difficult to make them as SEO friendly as possible. I've gotten quite a few
sites ranked quite well using this system so I'm quite happy with it.
