If the icon or image is imparting *any* kind of information, than it has a value to it. The question then becomes, what value - and if it's one of those common icons that indicates that the link is external (or - horrors- opens in a new window) then I would suggest that it is of value and should be a foreground image complete with alt text. The fact that it is being associated to a hyperlink suggests that there is indeed a value to it... Just my $0.02 worth.
