No, it isn't, any more than Virtual PC is. Mac hardware is perfectly
able to run Windows with suitable drivers; Parallels provides
virtualisation, in exactly the same way as Virtual PC for Windows does.
(Note that Virtual PC for Mac, being an old Power PC application,
does in fact use emulation; as with Internet Explorer for Mac, the
name is the same but the applications have no common code to speak of
and operate completely differently.)
